My strategic plans to success

Think about yourself worthy to be called as IT professional, how you see yourself 10 years from now, what are your strategies to get there? At least 3000 words

IT profession is said to be a very broad profession that requires great deal of understanding of a different kind of language. A language common to all professional who chose to be a crackerjack in the world of Information Technology. Technological advancement of our society has demand opportunities to those indivuduals who chose to be nerdy good in different scope of today's information age. This scope involves cyberspace, systems, management information system, Human resource and programs. All has a main goal, that is to provide best quality of living for human kind. Though they said, common people knows how to use computer, what's the difference if your an IT professional?

When I chose to take the course BSIT (Bachelor of Science in Information Technology) I don't have any idea how its going to affect my life. They say when you take this course you'll be able to learn a lot about computers. I nodded without any wishful thinking. My friend and my computer teacher during high school, (a graduate of BSCS(BS in Computer Science) once said to me, " nobody understand how delicate IT profession is, unless you have experience it by yourself. They think, computers are useful only for fun and entertainment. They don't know how this machine has change them and how this affect us all."

It has made me stop and think for a moment. I nodded. She's right. And now after three years of my college life, I'm here answering this blog because I chose to continue my chosen career of being an IT professional someday.

After 10 years, im still human lol! Seriously, this question hit me. Who am i after 10 years? after graduating from college, whats next? Questions flooded my mind. Questions that are hard to answer. I've realized that what you do today can affect your future. That's why as early today, visualized things that you want to achieve in future. Formulate questions that may be your basis to step up on something. As for me, I'd ponder this following question all by myself(inner reflection scratch)

How to achieve your goals?

This questions are common among us. We say goals are achievable if we make things work according to plan. All of us knows how to plan. Actually, daily routines are considered as a plan activity though we repeatedly do it. I also have plans. I said to myself, as early as today i most study hard to make my dreams possible! (etchusera! Razz ) Mostly, I planned to achieved my goals in the future. I want to be successful someday, get a suitable job or career, build my own house, spend unlimited shopping with my family and friends! lol! and a lot more.

Isn't it too much? for me, not at all. Its only a pinch of my dreams that i wanted to grasp with my own hands someday.

"Libre lang mangarap, mngarap k hanggang gising!" a line I've heard from the song popularized by Kamikazee. It says that all of us has a right to dream. Dream while your still alive. Dream to be successful someday. Dreams are hidden desire achievable only if we make things possible for it. Life is said to be full of dreams. This dreams are sets as goals so that we can do plans and set priorities so that we can achieve it.

As mentioned, in order to achieve our dreams we set goals. This goals are personal goals that we can only obtain it if we do strategies and steps to give ourselves best chances.

As i surf the net for best references for the response of this topic, google give me more than billions of results talking about how to achieve goals. I read some of it, they have same points that they want to emphasize to their readers. And as for me, i thought of something suitable for my profession. Again, i question myself, How can i be an effected IT professional someday? what are my strategies?

1. Set my personal goals - some thought of it as an easy thing to do. But not at all, even known professionals find it hard to set personal goals. Hehehe, so do i.. but if your determined to achieve your dreams someday be discipline enough from this day on. That's why i have to change my old bad habits Suspect (e.g facebook addict Cool tinamaan k noh?) I have also notice that I'm always late on my blog post here. xD i must prioritize those activity that concerns me academically. Second, make something enjoyable yet brain nuts activity to enhance my IT skills. study My brother always said that internet are more useful to those users who are eager to learn and discover new things. Lastly, time management. This is hard to change but as they say " TIYAGA AT SIPAG LANG ANG PUHUNAN ni Manny Villar" Laughing


2. I must create a goal high enough to ignite my spirit and inspire me to take action Idea " TO BE A DATABASE ADMINISTRATOR SOMEDAY" (idol ko c kuya ko xD kc mgaling xa jan) to make this possible, i must study hard today, learn different programming language and seek out tutorials at the internet. Ask help for difficult assignments and try to debug difficult programs (charot!) Am i sound impossible? not at all, if I'm only determine to learn and improve.


3. I must maintain at least one clear goal that concerns my entire role in my life. "BE USEFUL AND INSPIRED YOUR COLLEAGUES" Everyday, i wake up early in the morning late (is this inspiring?) but i must change for the better. " EARLY BIRDS CATCHES MORE WORMS". Each day, learn something new and useful. Learn to appreciate your craft. Be an inspiration to step up when everyone seems to give up. Difficult assignments, brain cracking exam, and stressful researches are normal to all students who strive to be best. If I can't experience burdensome and hardship, how am i able to learn? (reflect.. reflect...) so starting this day on! CHANGE is the key to personal enhancement.

4. REFLECT. Know your strengths and weaknesses. Never afraid to meet criticism.

a. Expect best from yourself. an Author once quote " Personal success is really nothing more than a strong moral compass, simple common sense and lots and lots of hard work" I can do better if i believe in myself. It is you who only know your self capacity. No one else, Right? And as for me, i know I can do better in my field. IT professionals are creative, innovative and has a high moral values. To fit in to this field, i must aim high and use my best guts! afro expect excellence!

b. Be obsess in the career you chose. Promotions are awarded to does individuals who strive best for their job. To greatly appreciate your chosen career, as early as now be obsess with it. Like a girl obsess with a chocolate bar. Be obsess how you want to learn and achieve beyond the common. Obsession isn't bad if it has benefited you good.

c. Stay Focus. in my age, i admit I'm not steadfast. I can't resist temptation. Temptations like online chat, games and unnecessary extra activities that can distract my focus in achieving my goals. Sometimes what is plan for a day are failed to achieve. My weakness is my addiction to online chatting. I'm making remedies to stop this now. Hopefully I can.

d. Set Priorities. Prioritize your goals. As much as possible, I'll prioritize my studies, my friends and my family. Graduating from college is a dream come true. It's a stepping stone to achieve your goals. I'm very lucky to be given with this opportunity of being educated in an institution known for its excellence in nurturing future IT innovators. My friends are good and my confider when I'm alone. They make me laugh when I'm about to cry. Thanks to them. My family who never cease to believe in my abilities. When all things failed, they are ready to listen when you mourn. They cheer you up when your about to give up. and most especially, financial support.

e. Never be discourage. According to Samuel Smiles "We learn wisdom from failure much more than from success. We often discover what will do, by finding out what will not do; and probably he who never made a mistake never made a discovery." That's why i salute you all students(including me) who got failing grades because first blood (DOTA term) isn't that bad.. its a lesson we must learn to be strong and be brave to face whatever lies difficulties ahead. Learn from mistakes and start changing this weakness that made you stumble.

f. Put God as the center of your plan. I always believe in the power of our almighty God. Plans works more easily if we entrust it with our Almighty Father. With God nothing is impossible.


Moreover, let's talk about strategies. What's a strategy? Are strategies reliable?

In a game, strategies are use to have an advance or take an advantage to win the game. The players, use it to wisely analyze games and win it. But first, lets define strategies. According to Britannica Concise Encyclopedia, Strategy is define as a components which include a long-range view, the preparation of resources, and planning for the use of those resources before, during, and after an action. Furthermore, strategy means the actions done to be prepared in your future goals whether its personal goals or corporate goals. Strategies are reliable depending upon the implementation and the dedication of the individuals towards the common goals.

As for me, i have discuss above the things i need to do to achieve my goals. It includes attitude and personal plans for me to become an IT professional. Now, I'll share to you my strategies to achieve my goals in the future.

1. Identify my main goal. What's my main goal? Ultimate goal? My ultimate goal is to graduate college and get a job that will suit to my career. As an IT professional someday, I must study my lessons to prepare myself in class discussion.

2. Keep an expectant mood and with an open mind. As what they say, dedication to work and plans is essential to achieve your goal. This will help me become more attentive and aware of ideas and opportunities that will come my way, and which will help me achieve my goal. Example, I may fail to past subject but keep the spirit up and don't let negative instinct come my way, this may cause disappointment.

3. Exercise your will power and self-discipline to keep your focus on the goal, and to stick to your resolve to succeed. Do not let anything distract you or make you deviate from your goal. This means that all of us may experience failure but above all keep yourself up. Discipline yourself and always think of the things that helps you not the one that distracts you.

4. Go on, even if there are obstacles on the way or you see no progress. Those who persevere succeed.

5. Silence is power. Do not talk too much on what you want to achieve. Concentrate on doing, not on talking. Too much talking with others about your desires and goals dissipate your inner powers. Learn to concentrate and channel your energy toward achieving your goal. Concentrate on how I must achieve my goals. Hopefully, I can overcome temptations.


As stated above, this strategies are very challenging to start. But how can I start? Can I persevere?

First, President Arroyo urged Congress to inaugurate Department of Information and Communication Technology. This is good news. Ray Anthony Roxas-Chua III, chairman of the Commission on Information and Communications, has long batted for the creation of a DICT.Under Executive Order 269, which created CICT, the Commission would not just be advisory in nature but will have a more active role in implementing the various ICT-related plans and policies of government. The Commission also handles government initiatives to development more IT proficient workers in the country, improvement of government IT services and bringing more Filipinos closer to technology.

EO 269 clearly notes that the CICT was formed to handle ICT policy while waiting for Congress to create a Department of Information and Communications Technology that would more effectively coordinate and implement national ICT programs. Through this implementation, more careers in IT are within reach.

Second, President Arroyo tasked Telecommunication Commission about Dropped Calls and lost Cellphone Loads.The National Telecommunications Commission must “do more” than extend the expiry of prepaid load to decisively end the issue of “vanishing prepaid load” that is bedeviling the country’s more than 70 million mobile phone subscribers.

According to TXTPower(consumer advocacy group TXTPower.org Inc.), the NTC should compel telcos to finally offer “unlimited calls” and “unlimited texting” as permanent, not promotional, offers.

Third,The President also requested for the amendments of the Commonwealth-era public Service Law. The President also urged Congress to pass the Philippine Transport Security Authority Law, immediate amendments to the Commonwealth-era Public Service Law, and the creation of a Department of Information and Communications Technology to better serve the $6-billion business-process outsourcing (BPO) industry that currently employs 600,000 Filipinos.

The Business Processing Association of the Philippines (BPAP) is the umbrella organization for the fastest-growing industry in the Philippines: offshoring and outsourcing (O&O). BPAP serves as the one-stop information and advocacy gateway for the country's key O&O services sector and has over 200 company members, including 5 association members.

BPAP's thrust is to promote the competitive advantages and the growth potential of the Philippines in existing and new areas of outsourcing and supports the industry in areas such as offshore marketing, education and training, security and privacy, legislation and public policy, among others. It aims to create a supportive environment for the Philippine O&O industry and strengthen the Philippine case to be the preferred O&O destination by the end of the decade.


Given the excess global demand for O&O resources and the attractiveness of the resources the Philippines has to offer, BPAP believes it is possible for the Philippines to increase its share of the global O&O market from 5 percent in 2006 to 10 percent in 2010. This will mean the Philippine O&O industry will earn revenues of about USD13 billion and directly employ close to one million people by the end of 2010.

The Philippine O&O industry has grown rapidly because it has the ingredients critical to O&O service providers and customers:

* large-scale people resources, with close to half-a-million English-speaking students graduating from college yearly;
* quality, with a well-deserved reputation for excellence in communication skills, interpersonal warmth, customer-service orientation, problem-solving abilities, and cultural affinity with Western markets and customs;

5. Steps
1. Do some basic maintenance on your PC. Run Disk Defrag, a scan disk, a virus scan, a malware scan, and clear your recycle bin. An unusually slow Internet connection experience is often the only sign that your computer is infected with viruses or other malware. Delete old files and temporary files. Never allow the free space on your C: drive to be less than 10% of the total size or twice the installed RAM (which ever is larger). A well maintained PC will operate much better than a PC that has never had any maintenance. Google or your local computer repair store should be able to help you with this if you don't know how.
2. Reset Your Home Network. Sometimes restarting your home network if you have one will drastically increase the speed of your connection.
3. Optimize your cache or temporary Internet files. These files improve your Internet connection performance by not downloading the same file over and over. When a web site puts their logo graphic on every page your computer only downloads it when it changes. If you delete the temporary files it must be downloaded again. if you disable the cache, it must be downloaded every time you view a page that uses it. This can be done by opening Internet Explorer, clicking on "Tools" at the top and choosing "Internet Options". On the General tab, click the "Settings" button next to Temporary Internet Files. Set Check for newer versions to "Automatically". Set amount of disk space to use to 2% of your total disk size or 512 MB, which ever is smaller. On Firefox, click "Tools" then "Options," and go to the privacy tab. Then click on the Cache tab within this.
4. Never bypass your router. Most routers include a firewall that is very difficult for hackers to defeat. If you don't need to use Wireless then hook your computer directly to your router. Routers will only slow down your connection by a few Milli-seconds. You won't notice the difference but the hackers will.
5. If you are using a Wireless router, make sure it doesn't conflict with a cordless phone or wireless camera. Wireless routers come in two varieties; 802.11bg (2.4Ghz) or 802.11a (5.8Ghz) If you are using a 2.4Ghz Cordless phone and 2.4Ghz Wireless router then your Internet connection speed will slow while you use the cordless phone. The same is true of wireless security cameras. Check on your phone and camera, if it's 900Mhz then it's fine. If it says 2.4Ghz or 5.8Ghz then it could be the cause of your slow connection speed while they're in use.
6. Call your Internet service provider (ISP). Sometimes you just have bad service. They can usually tell if your connection is substandard without having a technician come to your home. Just be nice and ask.
7. Upgrade your computer. If your computer is slow, it doesn't matter how fast your Internet connection is, the whole thing will just seem slow. You can only access the Internet as fast as your PC will allow you to.
8. Replace your old cable modem. Any solid-state electronics will degrade over time due to accumulated heat damage. Your broadband modem will have a harder and harder time 'concentrating' on maintaining a good connection as it gets older (signal to noise ratios will go down, and the number of resend requests for the same packet will go up). An after-market cable modem as opposed to a cable-company modem will frequently offer a better connection.
9. Often your connection speed is slow because other programs are using it. To test if other programs are accessing the Internet without your knowing, Click Start, Click Run. Type "cmd" (without quotes). Type "netstat -b 5 > activity.txt". After a minute or so, hold down Ctrl and press C. This has created a file with a list of all programs using your Internet connection. Type activity.txt to open the file and view the program list. Ctrl Alt Delete and open up the Task Manager. Go to the process menu and delete those processes that are stealing your valuable bandwidth. (NOTE: Deleting processes may cause certain programs to not function properly)
10. After you have tried all this try your connection again and see if it's running any faster.


6. Tips

- Call your ISP and have them verify all of your TCP/IP settings if you are concerned. Ask them to verify that your Proxy settings are correct.
- Don't expect dial up or high speed lite service to be fast. The Internet is primarily geared towards Broadband Connections. Sometimes, you have to wait a little.
- Download programs that make browsing faster:

o Loband.org is a browser inside of a browser that loads web pages without the images.
o Firefox and Opera both have options to disable images.
o In Firefox, you can also use extensions such as NoScript that let you block scripts and plug-ins that would otherwise slow things down a lot.
o If you are using Internet Explorer or Firefox, try downloading Google Web Accelerator. It is meant to speed up broadband connections, but it can also slow your Internet connection. Try enabling it and disabling it and see when your Internet connection runs faster.
o If you are using Firefox, download the Fasterfox extension and Firetune.
o Reduce the amount of programs running that use your Internet connection (Instant Messengers, RSS Feeders, and MS Applications set to send Internet data)
o Google Accessible Is designed to search pages in order of how clean they are of junk. This will bring up pages that are usually not only easy to read, but are quick to load.

- Upgrade your RAM. This will not only improve your regular computer use, but it will affect the speed of your Internet connection because your computer works faster.

Some newer routers may include their own nameserver, otherwise, check into AnalogX.com's DNSCache program, it works great to hold commonly accessed domain names in the "cache" so that the IP addresses do not have to be looked up everytime you navigate to a new page.


7. Warnings

- Viruses and malware can often use up your bandwidth and slow down your Internet connection. Make sure you have protection against this. Many ISP's will provide software for this. Make sure your anti-virus and malware scanners are up-to-date.
- Bypassing the router will leave you more vulnerable to attacks because you no longer have the built-in firewall from your router protecting you.
- Watch out for scams that claim to make your Internet go a lot faster for free. They may tell you to download their program, which usually has a lot of other hidden programs attached that might steal your identity.

Barriers to IS Implementation

Rhine Marketing Corporation - Computer Division (RMC-CD) isa a leading manufacturer of personal computer, and distributor of a complete line of peripherals and other computer related services.

It has been our adopted company in our group for MIS Group Sharing. Mr. Cris, the MIS head of RMC-CD accomodated us well in the interview. He has told us about the MIS of RMC-CD. We have found out that RMC-CD branch in Davao City has adopted an in-house programmer. The Rhine System,(name of their IS) was developed by their self-employed personnel.

The Rhine system address to their needs of a more systematic fow of their transaction in sales. Originally, the IS of RMC-CD had started the renovation of the system way back 2000.

The system was mainly consist of Sales Inventory, Sales Income and for service and maintenance documentation. Sir Cris had told us that the implementation of the system was not easy. First, the makers of the system must identify first the needs of the company. Second, to identify the importance of addressing this needs. Third, will it cost to have a system? Fourth, will the system be user friendly? What's its framwork?

After answering the question, then you can proceed to the design and framework of the system. In the planning the design, According to Sir Cris, the programmer must choose a programming language that will suits to his capability so that he can make the system effectively. He has mentioned that every database administrator must update from the internet latest advancement in programming. A programmer has to update his knowledge because nowadays technology is fast paced ang constant to change.

Sir Cris had told us the barriers they have encountered in the implementation of the system. Sir Cris had enumerated some barriers in their IS/IT implementation:

1. Cost - the major barrier of IS implementation is the cost and expense of IS. Making a system is impossible without financial support. From the hardware to software, all of this has a cost. That's why, a company must have good financial capacity to cater expense of systems.

2. Adoption of System - it is very hard to teach user about the implementation of system, if the users are illiterate in using computers. According to Sir Cris, most senior staff or employee of Rhine has trouble in using the computer and the system. It took the senior staff ample time before they could fully understand the use of system. Because of this, most transactions are delayed. In contrast, those young employee or young age employee that has knowledge about computer has less difficulties in using the system.

3. Downsizing of Manpower - because of the implementation of IS in the company, most bookkeeper of Rhine has been dismissed. The manual system before are now automated causing deduction of manpower. It has 5% downsizing of manpower from Rhine, when the IS has took place in the transactions.

4. Feedbacks - users generates feedback. Either negative or positive, all of this could be barriers to IS implementation. Most negative feedbacks are about the features of system - functionality and accessibility. Most users complaints are about the unexpected changes of the transactions. For example, instead of manual written receipts, receipts are now printed because of IS. Some users were disappointed because their expectation was not reached.

5. Maintenance - After installation, maintenance took place. Each media and equipments are maintain in good conditions to generate an error free transactions. Maintenance are done by Is staff who are knowledgable in maintaining the performance of IS.

Rhine CMD has easily adjust to the implementation of IS. Most of the users had undergone orientation of system flow and activities so that they are equip with the new system. The MIS staff has assumed that users has nothinf to learn with computer, that is why they tried their best to make the system user friendly. They just make the system as what the manual systems before look like.

Sir Cris added that discrepancy of datas are unavoidable. But it can be address by up-to-date checking of systems and minimization of cheating.

Constant updates of systems is a good pratice in maintaining the IS functional.Updates from internet are plus factors.

From the day God created man, he has given man an authority to take good care of earth. God gives humans the ability to do things which they ought to do in a given situation. Man, has its brain to process information which they acquired from their environment. The man's capability to survive through life's struggles, the freedom to choose which is right and unrightful, the will to do things are only some capabilities of Human that God, the father has entrusted.

Society is universal among human. For ages, it has performed ,major adaptive functions that have increased the chances of human survival. Man are automatically belong into a society. It is a perception from birth. As society in which it is composed of heterogeneous men in nature. Social interaction, or the responses of individuals to each other, is perhaps the basic sociological concept, because such interaction is the elementary component of all relationships and groups that make up human society.

In human society, members are mutually interdependent to an extent not true to any nonhuman society. Every society is organized in such a way that there are rules of conducts, customs, traditions,folkways and mores and expectations that ensure appropriate behavior among members. This process inculcates into all humans or member in the early stages of life .These standards of behavior are never exactly the same from one society to another.

The existence of the organization in the society is constant. As the society develops in the new era under the information age, organizations play a vital role of human socialization. Socialization take part as the human's key to survival. Since each individuals possess power in an organization, such clash of human interest and ideas are unavoidable. In this information age, hence humans are the most important, potent and critical, resource of any organizations because of the following reasons:

1. Human provides new and up to date ideas. As technology changes humans find better alternatives to coup with the demand. Better and new ideas that will help to uplift the quality of life. In an organization, an idea of one person is different among the others. Which it may find difficult to handle when none of them accept defeat. That is why in an organization, Human resource personnel takes an action to lessen the possibility of conflict.

2. Human thinks with emotions. Unlike machine, human do things in accordance to their will and emotion. Humans have feelings -- sad, happy, hurt. While machines, are programmed to do specific tasks with accordance to its artificial intelligence. It is important to the Humans to consider their feelings. Some when strike with problems are even harder to be dealt because their emotions affect their actions. In an organization, when a personnel is discourage, he cannot work well. If he is inspired and praised, he do his job well.

3. Human beings has the capability to response. Human response to its environment. Since human has the ability to adapt to its environment, he can also reason out his will in relation to what he saw, feel and understand. For example, when you are hurt because of the bad accusations to your work or actions, you response with anxiety or sadness or maybe sometimes hate.

4. Human beings are competitive in nature. Individuals or group confine their conflict within agreed-upon rules. Therefore, competition within society forces man to think broad and better than his co-competitor. This is a world of race, the one of handles the information is more powerful. When you think better than the other, you acquire more advantage.

5. Human society will always have conflict. In cooperative interaction among human, people join forces to achieve a common goal. By contrast, people in conflict struggle with one another for some commonly prized object or value. In a conflict relationship, a person can gain only at someone else's expense. Conflict arises when people or group in an organization have incompatible values or when the rewards or resources available to a society or its member are limited. Thus, conflict always involves an attempt to gain or use power.

6. Human beings cooperates with each other. HUman act together to promote common interests or achieved shared goals. Teamwork is a simple example , exhibits how everyone cooperates for the interest of many.

7. Humans are vital player in this computer - generation. Without Humans, machines cannot do their work alone. Human beings still provides intelligence to machines. Though human use machines to acquire knowledge, still machine are useless without human because they are inter-dependent. In an organization, human possess different stimuli that could sometimes results to unavoidable scenarios like conflict and competition. Simply because humans think. It is a gift from God that is the most essential power of men to machine.

As we are about to tour the place, Students like me from different university and colleges here in Davao are everywhere in the corner of the room. Some student were testing gadgets, some gathered pamphlets and some were just simply stare and amazed. One thing has come up to my mind the moment i step closer to the first booth i surveyed - HIGH.

As we started our interview, with the Acting-Head of the Training Division of HRMO – Mrs. Olegario, she has welcomed us with big smile and accommodated us well. As the interview keeps going, Mrs.Olegario identifies some of their best Practices in HR.

BEST HR PRACTICES:

1. The Department values teamwork. They work as a team. They help each other in motivating each other to be productive in their work.

2. They offer such great rewards or compensation for deserving employees for job well-done. They treat them with extrinsic rewards like travel package in any tourist spot within the Philippines. For extrinsic rewards, like promotion (this is dealt under due process.)

3. Through the use of several personal Mechanisms, the HRMO Department uses it as motivators for their employees. Praises, Recognitions, incentives, and appreciation of Exemplary Performance are some of their recognition for outstanding employees.

4. Systematic Evaluation System. The HRMO of city government of Davao has created different kinds of system that helps develop functions of the Department Offices for Personnel Actions. Such of these are, Automated Performance Evaluation System and Human Resource Information System.

5. The HRMO resolve conflicts depending on situations. Conflicts or clash of attitudes in a department is unavoidable according to Mrs. Olegario. In an organization, there I is always conflicts. That is why, when conflicts arise, Mrs. Olegario enumerated some situation that may happen to both opposing parties:

a. Lose – Lose situation – in this situation, both two opposing parties are not okay with each other and the conflict is not resolve.

b. Lose – win situation – one party is okay with the situation, while the other one still don’t want to resolve problem or conflict.

c. Win – win situation – according to Mrs. Olegario, they always find ways to talk it over when conflicts arise. They want fair and unbias situation whenever they weigh which of the opposing parties have done wrong. In this situation, this is the best situation that they wanted to happen. They want the two opposing parties to be okay. Nobody’s fault. Peaceful negotiation is much better than any other methods of resolving conflicts.

6. Warm-welcome. One of the best thing I like the most in HR of city government of Davao is there warm-welcome to their guest and visitors. They welcomed us whole-heartedly from the time we send letter for interview till the interview date. The office is conducive for productive employee. The office is well-ventilated and each member is close with each other.

As the interview ended, we were lucky to witness the meeting of their staff in the office. The agenda was about their trip to Samal as their recreational activity for the Month of July.

The meeting was well-organized and does impose participation from the group.

As an evidence to the department’s greatness towards work, the Philippine Information Agency
has posted to their website (www.PIA.gov.ph ) an headline with a title “Davao City hailed for “best” HR practices” written by Arvin Yana. It was stated in the headline that the city government of Davao, has employed more than 9,000 Davaoeños, which is considered as one of the biggest local government units (LGUs) in the country. An event held at Grand Regal Hotel dated back Jan 6-7, 2005, shows that Around 30 HR managers from selected local and national government units nationwide were unanimous in praising Davao City’s personnel acquisition, development and maintenance practices as presented by its HRMO chief Marcelino Escalada Jr. at the Human Resource Development Symposium/Workshop .

“Davao City shows that HR offices can also be given equal importance with other departments, unlike most LGUs in the country,” said Eddie Maslog, chief of the Human Resource Management and Development Office (HRMDO) of the Provincial Government of Bohol. This has shows that Davao City’s HR department is considered best examples of how the city addresses the needs of the Davaoeños.

Other initiatives of the city government that the participants wanted to replicate were the setting up of a child-minding facility at City Hall which offers free custodial services to employees who need to take their children to work; the microcomputer-based Human Resource Information System (HRIS) which updates records of all plantilla and coterminous personnel; the character advocacy program which identifies good character traits to be exhibited by employees on a monthly basis; the 5-S program which promotes good housekeeping and systematic approach to work, and the attachment of the Public Employment Service Office of the Department of Labor and Employment (DOLE) which focuses on job generation, facilitation, enhancement, job preservation. This statement was according to the report of Mr. Arvin Yana.
The HRMO of city government of Davao as the working body of the city for employment and employee’s welfare will ensure to work towards productivity for the better living of the citizen of Davao City. With their best practices in HR, the department will stand firm and strong for the Davaoeños.

How can USEP help me in making my dreams come true?

"USEP" the home of the intellectual giants of the communities. One of the outstanding universities in the Philippines that aims to produce quality graduates that will greatly help in the nations progress. As an individual that dreams to achieve a successful career someday, i always consider schools that will nurture and teaches me the appropriate learnings that will enhance my capabilities and talents. When I was still first year college my chosen path is to be become an IT student then I heard that USEP does offered IT and CS courses and does have equip training for the student. I said, why not? i guess USEP will really help me. And it really didn't fail me. The training, guidance, teachings of our facilitator do really mold us to be a responsible professionals someday. In the assignment 2 and 3, i dreamed to be a DATABASE ADMINISTRATOR. Indeed, USEP has molded the USEPIANS to be knowledgeable to their chosen course. They had hands-on activity evolving real-life attachments so that we students in any department can realize the value of our future career someday. In our subjects, though all of it are difficult to pass, hehe..it only tells me of one simple lesson"Strive and never give up!". I always hold on to it. The essence of every courage, determination and perseverance of the students are never taken for granted by the university's teachers. Though we always consider them TERRORIFIC, but behind those strict image, they also wanted us to succeed just like them.

It talks about the conference entitled "Greening the Internet Economy" that aims to address the problem of the soaring financial and environmental costs of information technology. The event was held at University of California at San Diego, offered a sampling of a new generation of technologies that promise to help colleges make their IT departments both more efficient and more sustainable.

In San Diego, California, researchers have started work on hardware to help colleges and other organizations understand how to make their servers more efficient. The device, called the GreenLight Instrument, will deploy sensors and software to measure the energy use, humidity, and other variables in various parts of a Sun Modular Data Center, a popular, self-contained complex of servers.

It suggested that the best energy saving practice for individual computer users is to turn their machine off if not in use for an extended period.

But the main Energy Efficiency Initiatives of this Sites are exampled below:

- Campus Computing Sites was the first large campus computing provider to purchase much more energy efficient LCD flat-panel displays. We also replaced mini-towers with "small form factor" desktop Windows machines. The switch to these physically smaller, more energy efficient machines resulted in significant energy savings for our partners and the University.

this site is a new entitled "The Green Initiative of Universities - Press Conference of Talloires Declaration"

Dated June 5, 2009, Ministry of Education held the Press Conference of Talloires Declaration with the sponsorship of the Chinese Society for Environmental Education. Political Deputy Minister, Lu Mu-lin, and thirteen principals of model "green" colleges and universities were invited to the press conference to sign the declaration in order to demonstrate the determination of the Ministry of Education and the participating schools to create green and sustainable campuses with low carbon emissions.

"Recently, the Ministry of Education has been committed to promoting sustainable campuses and has seen positive results. In 2007, Ministry of Education announced the policies of conserving energy and reducing carbon emissions in colleges and universities. Ministry of Education formally initiated the "Green University" program in Taiwan in 2007, in the hope that new resources and facilities will create environment-friendly campuses with low carbon emissions." this site suggested guiding tips to conserve energy in the university facilities. Such of this tips are as follows:

1. Computers are now designed to handle 40,000 on/off cycles. This is considerably more cycles than the average user will initiate in the computer’s 5-7 year life span. Turning your computer off helps reduce heat stress and wear on the system.

2. Screen savers were originally designed to help protect the life span of monochrome monitors which are now technologically obsolete. Most screen savers do not save energy unless they actually turn off the screen or, in the case of laptops, turn off the back light.


3. Newer computers are designed to sleep on networks to prevent loss of data or connection. CPU’s with Wake on LAN (WOL) technology built-in to network cards can be left in sleep mode overnight to wake-up and receive data packets sent to the unit.

Conclusion:

How will our university USEP Adopt Green Campus Computing?

It isn't hard to stand for changes. Recycle as the main step to start the change. Do simple energy saving tips. But above all the student's awareness and sympathy to the environment is the main key in order for us to step forward for change. The earth needs protection from us and as student in universities and college, we are encourage to stand up!

The university faculties and the institution itself must address it matter with immediate actions. Impose strict compliance to the Laws or Rules in Energy conservation. Conduct recreational activities that enhances awareness to the students. Time to save Mother Earth! :flower:

TIM last minute withdrawal

in the corrupt system of election in the Philippines, ways are suggest to sought the cheating and manipulation of vote results in the election which is considered as the mirror of democracy in the Philippines. Cheating - the main concern of many has pulled masses attention as well as the government to find ways to make the election clean this 2010. And the answer - ELECTION AUTOMATION.

It was tested on August 11, 2008 at the ARMM (Autonomous Region of Muslim Mindanao) election has been automated. A great signed of acceptance that Automated Election could be the answer for this dilemma. According to COMELEC Chairman Jose Melo, he was very very satisfied with the results of the poll in ARMM where it is said to be the cheating capital of the Philippines.

The automated Election in ARMM was the result of the efforts of government to call newly-organized grouped of information technology professionals to use open standards and open-source technology for the automation of election in the Philippines.(Oliva, 2008)

The ARMM election on August 11, 2008 was under the contract of the two technology vendors in supply the optical-mark reader and direct recording electronic tecnologies.

According to Ito Gruet, an IT Professional and member of the advocacy for open systems in Election, the use of open standards or open source technology would promote transparency in the development of the automated elections system.

the Republic Act 9369, or the Automated Election system Law, it indicates that a technical evaluation committee must conduct a source code review of the software running on the machines that are deployed by the COMELEC.

The poll automation deal has been set, Total Information Management Corp.(TIM) and Smartmatic Consortium signed contract with the COMELEC. It has lessen the weariness of many and hope for the best that the 2010 election would be a clean election. The COMELEC-Smartmatic contract offers us the chance that there will be less risks of unhumane event that would happen in the span the time of waiting the results in which days would be lessen in counting ballots.

But the last minute withdrawal of the Filipino partner of the Smartmatic Consortium, the TIM has cause threats that might lead to the collapse of the project.

it is said that the reason of TIM was the irreconcilable difference of them with the foreign partner - Smartmatic.

"The withdrawal of TIM has heightened concerns that the 2010 election might not be held or that an election marred by fraud might lead to a future in election. providing an excuse for Pres. Gloria Macapagal Arroyo to declare a national emergency which would result in the extension of her term beyond 2010." stated in the Editorial Page written by Amando Doronila, 2009.

In layman's term, "Napulitika na naman!". The withdrawal of TIM gives many speculation to Filipino masses on the probable reasons behind it.

Now, let's take a look in a different point of view about the withdrawal of TIM in the contract. As an IT student, i have read some article about this issue. I have come up with the following understanding:

1. "Local Information technology provider (TIM) had backed out of their joint venture for election automation, fearing the deal would give its foreign partner uncontrollable power that would give its foreign partner uncontrollable power that could lead to potential abuse, according to an Industry source close to TIM" (Dumlao, 2009)

It is said that COMELEC would have paid the providers 7.19 billion for the lease of good and purchase of services.

That was a big amount the some has give the TIM different feeling.

2. In troubleshooting, Smartmatic will be responsible for preventing and troubleshooting of technical problems of the Election. Furthermore, according to Philippine Inquirer sources, Tim did not want to be part of a system that could lead to electronic cheating.

3. TIM were concern in "no say" software development, despite being the technical partner of Smartmatic, TIM would be pity, if electronic cheating to occur.

In the provision of the proposed contract with COMELEC and Smartmatic-TIM joint venture, it stated that "provider with the greater track record in automated election, shall in charge of the technical aspects of the counting and canvassing, software and hardware, including transmission configuration and system integration".

In other words, TIM responsibility was less than Smartmatic, going much interest to Smartmatic than TIM.

Smartmatic executives, on the other hand said they had technical expertise on conducting electronic elections and should play a bigger role.

4. Officials said the break up partnership was prompted by disagreements on who should control the purse in the P 7.2 billion deal and make decision.

5. Cheating could not be avoided. Machines are not perfect. COMELEC's precinct count optical scan configuration and Smartmatic' OMR (optimal mark reader) machines are not perfect. But, normally, OMR counting machines can be verya precise. But we don't know and we cant tell that it has been programmed for automated and undetected cheating.

6. According to the article written by the president of Systems Science Consult Inc., there are many ways to cheat in the election. It's like a hidden cheating. Where in it could happen in the program or the OMR have something to do with it. Some of his points stated that The Comelec propose of automatically transmit election results from OMR counting machines to the municipality or city server, though it is the fastest way cannot guarantee honest elections and does not provide transparency of the election counting press.

Anyone who is knowledgeable of the system could change the programs on the machines from a remote and undetected location.

----this has made me realized that systems could be corrupt or be invaded by anyone who is desperate to win unchallengeable fight. Though automation is possible in the Election let us still not be fully reliable to the accurateness of it. Let be watchful. Automation is a way to help transistion from the dirty manual system of election but the point is, though automated or not, technology are only tools for progress. It is us who makes the difference and how should we practice honesty and integrity. I am favor for automated election for i trust in the machine's capabilty but rest assure programmers must be very honest and impose security to the system to be not manipulated by any.
